Sure, two coats of the clear RustSeal will will allow you to see the steel underneath. However while the clear gives great rust protection by encapsulating the steel in a barrier that will not allow moisture to get to the steel, due to the lack of pigments, does not have quite the abrasion resistance of the other RustSeal colors. But considering your application which will likely have carpeting over it, the clear should be fine.

I'm about to tackle the floorpan on my car which has a couple of bad rust spots on the inside but looks to be mainly OK - no holes right through yet. Of course, I may find more rust when I remove the sprayed on insulation stuff .

The factory applied color of the floorpan is white but I'm thinking of using clear RustSeal so that I can monitor the condition of the treated rust underneath it.

I realize it might not look so good but I'm thinking it's better to know what's going on under there than to just cover it up and hope for the best.

Does this sound like a reasonable plan? Will I actually be able to see the floor clearly through the RustSeal? And is the clear RustSeal as tough as the other colors?
Thanks for your help.
Dave
