I have coated a fuel tank inside and out with tank sealer but have some pin holes through sealer. I can seal these holes from the outside, if I reseal outside with tank sealer with back bone mesh or epoxy putty do I need to remove the existing sealer from outside of tank

No, just give it a good scuff with 80 - 120 grit paper, wipe/blow off the dust and apply the sealer. You can apply a couple of coats about 2-3 hrs apart.
