I have a motorbike petrol tank (steel, not very old and in good condition) I would like to strip back to bare metal and coat with a clear finish that will be a rust preventative and maintain that bare metal look. What do you suggest I use?

You could use the DiamondFinish clear. The RustSeal gives you the bet Rust Protection, but the DiamondFinish will also give you some Rust Protection.
