I have a brand new tank and want to coat it before installed in the vehicle: can I just apply sealer only ( no etching, etc? )??

No, although it's new, the tank still needs to be degreased as there are oils used in manufacturing which can hinder adhesion of the sealer. Also the steel is super smooth and needs to be etched to provide a surface that the sealer can adhere to.
