I used por15 on my yamaha september last year to fix rust pin holes in the tank, I was very thorough and careful with the instructions, I thought I had done the job right but now have more pin hole rust, would your product work over the por15 or would I have to strip it out first

No, you'll have to strip out the failed por sealer and start the process over with one of our sealer kits. Any good paint stripper containing methylene chloride will remove that old sealer.
If you holes are any larger than a pin head, we recommend using our NuMetal epoxy putty on the outside of the tank first before sealing the inside.
