I just had my old Corvette frame sandblasted, but when I got it back, it has a coat of hard, rough primer on it. Can I paint my Rust Seal over the primer?

Usually RustSeal provides the best rust protection when applied onto bare steel. However, it can be applied over primers, but without seeing this primer, it would be hard to say to just apply over the primer or scuff that primer first before applying RustSeal. You can test an area first.
